1. EDITORIAL

This month top tier racing swings over to Hong Kong and the Philippines. The 565nm China Sea Race is already considered an Asian sporting icon and Hong Kong’s premier blue water classic, just got better by being the first to secure Rolex sponsorship in Asian waters. Thereby adding national and international recognition to one of the most challenging and notable races on the global sailing calendar. An impressive fleet of top-caliber racing teams are gearing up for the China Sea Race which is followed straight after by the Presidents Cup at Subic Bay in the Philippines. Two high profile IRC classes and PY for cruisers will compete in the four-day, eight-race series. With only three regatta's left in the AYGP Championships these two events give mid table competitors a chance to improve there standings and stage a final push for the coveted title. The warm South China Sea waters and hot Philippine nightlife awaits the grand prix racers that like to combine good hard racing and partying at sailing events.

With the Beijing Olympic Games just around the corner, AY is beginning the run into the Games with newsworthy developments as they happen (See Asian Section). As it is our intention to concentrate our news coverage on Asian competitors we ask all National Sailing Organisations to provide details on there sailors as they qualify to represent the nation. The 49er, 470, Finn, RSX, Lasers, Ynglings and Tornados classes have already held their World Championships followed by the Laser Radials in March and finally the Stars in April. Korean Jeemin Ha made a name for himself overnight as the only non-qualified nation sailor to make the 53 boat Gold fleet at the Laser World Championship and hence qualify Korea for the 2008 Games. The remaining Asian nations making the cut from the Silver fleet were: Japan (Yoichi Iijima, 10th), Malaysia (Kevin Lim, 15th) and Singapore (Leong Seng Koh, 23rd). The host country China gets an automatic berth in each sailing class while other countries must earn theirs. 2 . AUSTRAL - ASIAN NEWS

2.1 Platu Open Championship of Thailand – March 8th-9th
The first event of the 2008 Raimon Land One Design Platu Championship Series will take place on the second weekend of March. This is the first of 5 events to count towards the Overall Platu Champion of Thailand. The Notice of Race is posted under http://herning.squarespace.com/platu-open/ The races will also count in the Gulf Charters Series. The warning signal on Saturday, March 8th will be at 11am, so get down to the Ocean Marina Yacht Club in Pattaya early.

2.2 Fireball Worlds at RVYC, Pattaya, Thailand
For its 42nd World Championship, the International Fireball class is heading back to the Royal Varuna YC in Pattaya in Thailand from 16th to 21st March 2008. This is the third time the Fireball class has sailed their World Championship there and is a tribute to the location, facilities of the Yacht Club and local area and has become a highlight of the Fireball Calendar. Approximately 80 entries are expected from 12 different countries across four continents, showing the strength of the class world wide. The fleet will include two World Champions, plus national champions from countries such as Japan, Switzerland, Australia, Canada, and the United Kingdom.

2.3 Singapore wins 1st Summer Youth Olympic Games in 2010
The result was unveiled by IOC President Jacques Rogge at the Olympic Museum in Lausanne. “This is a key moment for the Olympic Movement”, said Rogge to journalists present in Lausanne. “Singapore has put together a very exciting project. Hosting the Youth Olympic Games for the first time is a great responsibility, and I have every confidence in the team in Singapore. I have no doubt that their professionalism and enthusiasm will be instrumental in the staging of successful Youth Olympic Games in 2010”, he continued. The Youth Olympic Games aim to bring together talented athletes – aged 14 to 18 – from around the world to participate in high-level competitions and, alongside the sports element of the event, educational programs on the Olympic values, the benefits of sport for a healthy lifestyle, the social values sport can deliver, and the dangers of doping and training to excess and/or inactivity. The 1st Summer Youth Olympic Games in Singapore will bring together approximately 3,200 athletes and 800 officials and feature 100 sailors in four sailing events: one person dinghy men; one person dinghy women; windsurfing men; and windsurfing women. The sports program will encompass all sports on the program of the 2012 Summer Games with a limited number of disciplines and events.

2.5 Changi Sailing Club revival program
The Changi Sailing Club on Singapore's east coast is undergoing a revival. Past commodores and committee members have returned and put in place an active sailing program for keelboats and off the beach catamaran classes. The recently concluded Monsoon Series saw a record 42 boats take to the water and on 15/16 March they will be hosting the Singapore National Catamaran Championships which will include classes for F16, Taipan 4.9 and Twincat 15. They are also delighted to coordinate the 15th Singapore Straits Regatta which they originally started. Still in the planning stages, consideration is being given to moving the start to Sat 17 Jan and returning to the original five day format at the newly enlarged and deepened Nongsa Marina facilities in Indonesia, combining windward/leeward and distance races each day. 2.6 NOR for 2008 Olympic Sailing
The Notice of Race draft for the 2008 Olympic Sailing Competition is now available, where it states the key conditions for the 11 sailing events at the 2008 Beijing Olympic Games. Included in the Notice of Race are details on the rules, regulations, entry and qualification guidelines, format, scoring, schedule, venue and courses that will be used to decide the sailing medallists of the XXIX Olympiad. Racing will be held at the Qingdao Olympic Sailing Centre in Qingdao, approximately 800 kilometers southeast of Beijing. Racing is scheduled to take place from August 9-21, with August 22-23 as reserve days. Full details at

2.7 Olympic Games racing format
Many sailors are using ISAF Grade 1 world-ranking events and World Championships as qualifiers for the Olympic Games this summer in Qingdao, China. As the host country for the Olympic and Paralympic Games, China gets an automatic berth in each sailing class while other countries must earn theirs. A new sailing format will debut at the 2008 Olympic Games in Qingdao, China, the fleet racing scores determines the classes' top-ten sailors, who then advance into the medal-racing round, which counts double in the scoring and acutely effects strategy plays out for the medals. The format of the final medal race is to produce exciting endings to determine the last few countries to qualify. This was the case in most of the classes. As the host country we are very happy to welcome all sailors coming to Qingdao," said China's Yngling skipper Song Xia Qun.

2.8 Place TOTGR 08 firmly into your racing campaign
Discussions are underway to include the Top of the Gulf Regatta into the AY Grand Prix Championships if sufficient racing class yachts goto Pattaya (1st - 5th May) and join in the fun they have been having at Ocean marina all these years. Foreign boats planning their 2008 campaign should consider combining the TOTGR in early May with the Koh Samui Regatta to be held early June. Ocean Marina can take boats up to 3 meters and plans are afoot for re-dredging prior to the regatta. OMYC will offer dry storage FOC for boats up to 5m draft and weighing less than 18 tonnes prior to the regatta. 2.9 Frank Pong's Jelik sets new Boracay Race Record
In the 204 mile Manila to Boracay Race Frank Pong's Jelik won the Standard Insurance trophy for line honors and the Kellet Island trophy for the overall title in a record time of 19 hrs and 6 secs beating his old record on Boracay of 19 hrs and 48 mins. Subic Centennial 2nd, Karakoa 3rd. In IRC B, Jun Avecilla's Selma Star was victorious, finishing the ordeal in 32hrs 38mins winning over Challenge and Sandoway. It was a rough and tumble, wet, wild and cold overnight race with rains and winds over 27 knots and 6ft swell that caused Doni Altura’s J35 Vivaldi to dismast and withdrawal of a couple of yachts from the pounding in the treacherous Verde Passage. Defending Manila-Boracay IRC B winner, Irresistible was supposed to join the race but on the way to Manila from Coron where she is based dismasted off Fortune Island.

2.10 Changes to Asian boat show schedule
TMX Show Productions has announced changes to the venues and dates of its Asian boat show portfolio. Boat Asia will now take place at the all new Keppel Bay Marina in Singapore. Dates for the show remain unchanged, with the event scheduled for April 24-27, 2008. Boat Thai's venue has been confirmed at the Impact Exhibition Centre in Bangkok. The event's dates have also changed — the show takes place from May 9-11, 2008. Boat Tech Asia and Boat Tech China are both 'on hold' for now. 2.11 WMRT Announces New Event in Korea
London, UK: The World Match Racing Tour has announced the inaugural Korea Match Cup from 11-15th June this year in Jeongok, Hwasung City in the Gyeonggi Province of Korea, approximately 45 kilometers South West of Seoul. The event will offer a minimum prize purse of US$320,000 and the organizers are building a brand new fleet of Bakewell White 36ft match racing yachts for the event. The boats are being built at a facility close to the event venue. 'Korea is a totally new venue for the World Tour and I am delighted that the Gyeonggi Province has selected the Korea Match Cup to headline their considerable investment of leisure boating in the region' commented Tour President, Scott Macleod. 2.13 Some important IRC measurement notices.
RORC IRC Manager Jenny Howells has sent around IRC Notice 2008/02 relating to the measurement of Headsail Half and Three-quarter Widths (HHW & HTW) has just been published. They are also pleased to announce that for the first time, the 2008 IRC Yearbook is now available for viewing or downloading from the web site http://www.rorcrating.com Of course we realise that the "hard copy" of the book is a popular aspect of IRC, and be assured there are NO plans to discontinue the production of this in the future: the on-line version is complimentary, not an alternative. However we hope that having it available on-line as well will prove useful to owners and the trade alike.

2.14 Draconian Aussie Customs arrival measures
American sailor, James Manzari, was originally convicted in the Bundaberg Magistrates Court in February 2007 of two charges under the Customs Act; section 64 Impending Arrival Report, and section 64ACB Crew Reports. Under those rules, a ship's master must provide notice of intended arrival to Customs 96 hours before their arrival into Australia by fax, e-mail or telephone. Manzari arrived into the port of Bundaberg, Australia from Noumea, the capital of New Caledonia, in September 2006, but was convicted of failing to provide the necessary notice to Customs prior to his arrival. Manzari claims that he was given outdated information from the Australian consulate in Noumea stating that arrival information must be given 48-hours prior to arrival, and that notification by VHF radio was acceptable. Manzari called Bundaberg customs on his VHF radio and informed them of his plans. Upon arrival, he says he learned of the new law. The hard way. Some of the comments read so far are... What a bloody disgrace!! Are we that hard up for revenue that we resort to such draconian measures? Who was the 'genius' who thought that law up?! On behalf of Australian Yachties a sincere apology to our American visitors.

3 . INTERNATIONAL NEWS

3.1 Acura Miami Grand Prix
More than 60 boats from 13 different countries have entered the Acura Miami Grand Prix which begins on Thursday, March 6. A Farr 40 class approaching 30 boats, two IRC classes and over 20 Melges 32s, teeming with international talent and world champions, make up this extraordinary grand prix fleet. The Acura Grand Prix trophies for the best combined Key West and Miami scores will be awarded at the conclusion of racing in this four day, 10-race regatta. 3.2 Warning to all offshore racers.
DK Yachts are warning all offshore racers to sit up and take notice when one of their World Champion Mumm 30, Farr 40, Farr 52 or Mills DK46 lines up on the starting grid. They just keep turning up and sailing away with all the major prizes. Three wins for Ray Roberts DK46 Quantum Racing at the Raja Muda Regatta, Royal Langkawi Regatta, Singapore Straits and second place at the Kings Cup has lifted them to first place in the annual 2007-08 AYGP Championships. 3.3 FROSTAD NEW VOLVO OCEAN RACE CEO
Norway's Knut Frostad (40) has been appointed as Chief Executive of the Volvo Ocean Race. Frostad, who has taken part in the Whitbread/Volvo Ocean Race four times, twice as skipper and manager of his own projects, will take up his position at race headquarters in Whiteley, UK, on March 3. With background in business management and administration, Frostad has also been a board member and industrial advisor to leading companies as well as a sought after business speaker in Europe. "My immediate focus is the present race," said Frostad. "The 2008-09 race is pretty much laid out. The team in place in race head quarters is experienced and professional which will ensure a seamless transition." The 2008-09 event will be the 10th running of this ocean marathon. Starting from Alicante in Spain on 4 October 2008, it will for the first time, take in ports in Asia. 3.4 CIRCUMNAVIGATING IN A TIN CAN
After a short test sail on San Francisco Bay, 39-year-old David Vann of Tallahassee, Florida, embarked on a four-month non-stop singlehanded circumnavigation via the Southern Ocean aboard his home built trimaran Tin Can. Given that Frenchman Francis Joyon recently did the same thing in just 57 days with his 97-ft trimaran IDEC, it sounds like an exciting possibility . . . until you hear the details. Vann intends to do his 26,000-mile voyage in the 50-ft aluminum trimaran that he built in his back yard in a matter of months with a total budget of $25,000. To say that Tin Can is crude in design and construction would be generous, as she's what a kid's homemade go-kart is to a Mercedes-Benz. But she's not as ill-conceived as she could have been. After Vann's first naval architect quit as a result of having nightmares about the project, his new naval architect, Yves-Marie Tanton, was at least successful in convincing him to heighten the house from two feet to four feet, and then widen it from 18 inches to 30 inches. Yeah, she's one of those dream boats. His first attempt came to an abrupt end just a few miles down the coast when serious flaws in the aluminum welding became apparent. 4. WORLD SPEED RECORDS

4.1 PAPREC-VIRBAC 2 WINS BARCELONA WORLD RACE
(Day 93 - February 11, 2008) At 20h 49.49 UTC, Jean-Pierre Dick and Damian Foxall steered Paprec-Virbac 2 across the finishing line to win the Barcelona World Race. Their 25,000-mile journey, non-stop around the planet, has taken exactly three months, and been an impressive display of speed and seamanship. The dynamic French-Irish duo held the lead for the majority of the race, fending off early challenges from PRB and Veolia Environnement to grab the lead for good on December 7th.
More recently, it's been Hugo Boss clipping at the heels of Jean-Pierre and Damian as they made their way back up the Atlantic Ocean. Real obstacles came in the form of icebergs and equipment breakage. Deep in the southern latitudes, Paprec-Virbac 2 played 'Russian Roulette' with icebergs on several occasions, escaping unscathed, except for the toll the added stress and fatigue had taken on the two skippers. Shortly after passing through Cook Strait (NZL), they hit an object in the water, seriously damaging their rudder system. But they were able to fix this without stopping. Then, after rounding Cape Horn, their forestay broke, and dismasting was a likely outcome. But again, quick thinking and on-board acumen allowed them to fashion a repair that would hold to the finish. 4.2 New La Route de l’Or Record - Done and Dusted
Setting out from New York on 16th Jan 2008, Lionel Lemonchois and his crew on the giant class catamaran Gitana 13 crossed the finish line of La Route de l’Or, situated just off the infamous island of Alcatraz in San Francisco Bay, at 1707 (UT) 28th Feb. After over 43 days 38 minutes at sea, including a forced five and a half day stand-by at Cape Horn, Lionel Lemonchois and his nine crew improved on the reference time held since 1998 by Yves Parlier and his men by 14 days 2 hours and 43 minutes. The maxi-catamaran in the colours of the LCF Rothschild Group covered the 14,000 miles, which separate New York from San Francisco at an average speed of 15.88 knots and thus set their first record time in their 2008 record campaign. “Being stuck off Cape Horn was an eventuality that we had envisaged before we set out. Of course we didn’t think we’d have to hang around there for five days, but we saw it as a kind of fate and the important thing about this type of journey is to complete it. We did it for the very fact that no maxi-multihull had ever tackled it and I wanted to be the first to attempt it… I hope this will give others the idea and the drive to set off on it. For me, La Route de l’Or is one of the most interesting courses and it has a real historic legitimacy." 5. "Unluckiest sailors of the month"

5.1 Groupama 3 capsized in the Pacific Ocean...
18/02/2008 - 05h20 Frank Cammas, skipper of the trimaran Groupama 3 engaged in the Jules Verne Trophy informed his shore team of the capsize of his maxi trimaran. "The port float broke into two, resulting in the rupture of the two connecting arms and mast before capsizing. The crew took refugee within the central hull of Groupama 3. None of the 10 crew was injured. There are 5 to 7 meters waves and 25 to 30 knots of wind". Positioned 150 km to the east off the Otago coast in New Zealand, Groupama 3 was just entering the Pacific Ocean leg of there voyage.

One day ahead of Bruno Peyron's Jules Verne Trophy record after 24 days at sea. Once informed the French Search and Rescue organisation alerted its New Zealand counterpart that the yacht’s locator beacon had been set off and that rescue of the Groupama 3 crew is needed. Three helicopters were dispatched to the area within three hours of the capsize and preformed a text book and the biggest rescue in Dunedin in 15 years. The 10 sailors were all repatriated to Dunedin on the South Island of New Zealand. None required hospital attention. The crew were adamant they are not abandoning the boat and two days after the capsize Cammas and eight of his crew went to sea in a 245-foot tug boat and organised a rescue mission. Groupama 3 was then towed to Dunedin righted in the harbour and being prepared for shipment back to France.
